Can I get a 3G phone without paying the 30 dollars a month?

I was looking to buy the pantech duo from AT&T. However, I really have no intentions on using the 3G and don’t want to pay the 30 dollars for it. I have heard from other people that you have to pay the 30 dollars regardless, and that there is no way to disable it.
Help?
